To improve asphalt pavement durability and quality for increased life in Indiana, the base liquid binder grade will change from PG 64-22 to PG 58-28. The following documents are resources to assist anyone who supplies, manufactures, engineers, designs, tests, constructs, bids, inspects, and maintains asphalt roadways and materials through this transition. This document serves as a quick reference tool that highlights WHO will be impacted, WHAT will be impacted,WHEN the asphalt binder changes are occurring, and WHERE you will see these changes take place.  There is also a table that illustrates the current PG binder designations with corresponding new PG binder and traffic level designations.

INDOT Recurring Special Provision 400-R-780

This Special Provision, effective for contracts let on or after 9/1/2024, covers the INDOT specification changes to sections 401, 402, 406, 408, and 902 that incorporate the liquid asphalt base binder change from PG 64-22 to PG 58-28 and the Multiple Stress Creep Recovery (MSCR) and elastic response testing requirements for asphalt binders. 


INDOT Recurring Special Provision 410-R-759

This Special Provision, effective for contracts let on or after 9/1/2024, covers the INDOT specification changes to section 410 that incorporate the liquid asphalt base binder change from PG 64-22 to PG 58-28.  


INDOT Design Memorandum No. 23-21

The Indiana Design Manual sections 601, 602, and 605 were revised effective for contracts let on or after 9/1/2024.  These revisions address the changes to the base binder grade PG 64-22 to PG 58-28 with MSCR traffic designation values.  A list of old pay items and new pay items are also included in this memorandum.


INDOT Construction Memorandum No. 24-08

INDOT developed Construction Memo 24-08 for a contractor to elect to incorporate the asphalt binder changes on a contract let prior to 9/1/2024.  A list of applicable pay items and directions to request this change are included in this memorandum.

INDOT Testing Memorandum No. 24-01

INDOT issued Testing Memo 24-01 to allow 2024 DMFs with PG 64-22 TSRs to be referenced for use in 2025 with PG 58S-28 and no additional TSR testing.
