The Asphalt Pavement Association of Indiana (APAI), in collaboration with INDOT and Indiana LTAP, has developed the below guidance documents to assist counties, cities, towns, and engineering consultants with designing, constructing, bidding, and awarding quality asphalt pavement projects.
Asphalt Pavement Guidance Specification for Local Agencies
APAI created this two-part guidance document to provide recommendations to local agencies for designing and constructing quality asphalt pavements. The design section provides guidance to specify appropriate asphalt mixtures in accordance with INDOT's Design Manual and Standard Specifications, Section 402 Hot Mix Asphalt Pavement. The construction section helps the owner/inspector ensure that the contractor is observing best practices during asphalt paving operations.
Bid Form Template
This Microsoft Excel document is a list of commonly used bid items designed to encourage consistent communication about bid pricing between the user, owner, and contractor. The user should add and remove items to customize the document for specific project needs. The owner/designer will fill in the “Units” column and include this as part of the project documents for bid. The contractor will then fill in the price column, which will automatically calculate a sum of the items. The intent of this bid form template is to be used to determine low bidder.
Sample Advertisement for Bids
Advertisements for bids is a template for the owner to customize project-specific information. Bidding procedures vary based on total project cost, and owner should review Indiana code to determine project specific requirements.

This award document is customizable with project-specific information to announce the awarded contract.
Contract Template
This document may be used as a contract agreement between owner and contractor for asphalt projects. This template is customizable and follows the guidelines that all work shall be performed according to project specifications, INDOT published standards, and Indiana Code.
Resource Checklists
The below checklists were created by APAI to provide additional information to counties, cities, towns, and engineering consultants when reviewing Contractor submitted asphalt mix designs, inspecting paving operations in the field, and additional Quality Assurance (QA) measures at the plant or Contractor's Quality Control (QC) laboratory.
Asphalt Mix Design General Checklist
This checklist provides a general list of requirements that can be used when reviewing an asphalt mix design submitted by the Contractor for use on local and non-governmental applications. The checklist follows the requirements of the INDOT Standard Specifications and may need to be modified to correlate to local agency specifications.
Asphalt Paving Field Inspector Checklist
This checklist is a tool that can be used by a local agency or their representative during field inspection for asphalt paving operations. The document is based on general asphalt paving best practices, INDOT specification requirements for construction, and the INDOT GIFE for asphalt pavement.
Asphalt Plant and QC Lab Visit Checklist
APAI created this checklist as an additional resource for QA by the owner/inspector to use as needed. This checklist outlines general methods and documentation to look at if a plant or QC laboratory visit is necessary as deemed by the local agency.
